Electrostatic/Electrokinetic Blast.  Alejandro's mutation is the ability to store, in his central nervous system, and discharge an electrostatic charge of up to 100,000 volts.  There are several limitations on this ability. First, he must be in contact with a conductive metal to release this blast; the blast is (must be) released from the metal conductor and he general carries a double edged sword with him for this purpose. Second, this blast has a limited range of 30 feet from his person, not the metal he is touching.  The full strength of whatever he chooses to release is limited to 10 feet, with a 10 percent reduction for every 2 feet beyond this up to complete depletion of the charge at 30 feet.  A third limitation is that the 100,000 volt limit of the blast is also the full limit of how much electrostatic energy he can store in his central nervous system.  Once fully 'depleted' it takes a full half hour to recharge all 100,000 volts (about 3,000 per minute).  He can control how much he releases, thus he could release the full voltage (with enough current/amps to kill a human, or stun a rhinoceros), or he could release this in successive blasts of lesser voltage; his general choice is enough to stun a typical human when necessary.  Secondary to the amount he can store is that this charge is an integral part of his nervous system.  Completely expending the full amount he has stored inversely affects his level judgment and reasoning as well as his agility.  Expending smaller amounts and allowing it to recharge has no effect whatsoever, but several large blasts can reduce his wits and agility, anything greater than 50,000 in one blast will have some effect on him.    Finally, he has no special defense that emulates from this electrostatic build-up, including his own charge; most likely while the metal is needed to conduct and release the blasts from his central nervous system.
