Introduction

xxxxxRoger is a member of the Brotherhood of Mutants. Hardly the portrait of a fearsome mutant, he could easily be mistaken for your local New Jersey hick reject. He is not terribly friendly, and has been instilled with as much purpose as a group of straggling Brotherhood members could muster, but in the end, he is just a man. Albeit, an invincible one.

History

xxxxxRoger's inculcation into the harsh world of mutant terrorism began when he was arrested and tried for murder as an adult when he was barely 16 in Texas. This incident would color Roger's entire worldview - prison culture made him mean, his mutant power made him distant, his mutant status made him angry. As a mutant whose mutant power was implicated in his convicted murder, he was quickly transferred to supermax cells, especially after demonstrating his ability to resist all harm in the prison yard with severe cruelty.

xxxxxIt was when he was busted out of his cell by a cadre of Brotherhood Mutants in their short-lived fit of activism that Roger found his calling. Taking what he wanted, sowing chaos, putting fear into your average person - this appealed to him in a visceral way that not many things could anymore.

xxxxxHowever, he soon lost touch with the quickly dispersing terrorist cell he'd run with before. Arrests, deaths, disinterest in liberating their leader, Magneto - all these things eventually left the not-particularly-bright Roger alone to make it on his own. Now he's in New York and he's looking to keep the dream of mutant superiority alive.

Powers

xxxxxBlock's mutation manifests itself in two ways: a psychic static field and tactile mnemonic interference. Basically, he can generate a static field of psychic energy around himself to block telepathic and empathic probes, attacks or influences. In addition, if he can maintain contact with a person's brain (holding their head), he can block or unblock memories.

xxxxxStatic Field: The field has to be triggered deliberately (it is not in effect all the time), and requires concentration to maintain. Block's maximum radius is about 15ft, and shield anyone within the field. If another telepath is in the field with him, outgoing 'signals' are also jammed. Block can only maintain the field for a limited amount of time, which will decrease depending on how large he has to make it, and if he is under direct, psionic attack. A large field can last about 15mins, give or take. Once a field is dropped, it take a few minutes (at least) for him to put one back up again. He can protect himself for much longer than 15mins.

xxxxxMnemonic Interference: If Block can get his hands on a target and maintain contact while concentrating, he can single out memories within the target and either block them off, or open them up. He cannot remove memories, nor can he implant new ones. The strength of a block depends on how much time he had to create it. Searching through memories takes several minutes, depending how far into the mind Block has to go.

xxxxxBlock's abilities are limited by his concentration, energy, and emotions. His 'field' and mental blocks are not easy to break, but they are not 'unbreakable'. Familiar events, people, objects can be used to help a 'memory victim' recover lost memories on their own, over time. Alternatively, a telepath could break down the barriers much more quickly.

Brother - Block thinks of all mutants as family - especially those in the Brotherhood. He is utterly loyal to mutants, and while he is not a bad person (he's relatively innocent), he will do anything for his family.
Street Kid - Block is actually a rich kid, but he doesn't know it. He has lived on the streets, in cheap hotels, apartments... all his known life. He knows mutants among the Morlocks - has even a friend or two.
Criminal - Just because he can make people forget, doesn't mean he can dodge security cams... Block's activities make him a criminal; his affiliation with the Brotherhood potentially makes him a terrorist...
Innocent - Block does what he does out of loyalty to those who have shown him kindness. He will look out for people in need - help old ladies across the road, etc - and he's always looking for friends.
