Alejandro Montoya is a Spanish mutant that flies by the handle El Aguila.

Born in Madrid, Spain, Alejandro is the son of a well to do accountant (father) and flamenco dancer (mother). The second child of three, he had little want for anything. Certainly not a member of the upper class or dominant wealthy of society, he was afforded a much better life than the majority of citizen's in Spain. Torn between the desire to accomplish, taken from his father, and the excitement to flourish in the arts, Alejandro did well in school and took to fencing, as artistic expression, at a young age.

This expression took to competitive sportsmanship, leading to him excelling in fencing and sword fighting in secondary school which in turn lead to scholarships for college. While not required, the scholarships, on account of his parents, it did help him get into more prestigious schooling where his grades certainly did not help but where less of a hindrance because of his natural abilities.

He went through school with little impediment, a rising star in the world of fencing for Spain there was always talks of Olympic potential for Alejandro. However, during his junior year and prior to Olympic tryouts, his mutation expressed itself. This was not a traumatic experience, no one was injured, he wasn't attacked, no harm either to himself or others. During training while pushing himself it came to fruition. Thankful for himself he was alone. However, his own sense of fairness between him and those less fortunate led to the natural conclusion that with his ability, he had an unfair advantage over the competition.

Thus, instead of rising to national star and hero, he quickly faded into obscurity. Unable to tell his father why he stopped fencing, there was a rise in struggles with his family. Committed to his education, the remainder of his schooling was taken care of, but there was little more support beyond this from his family. Still, his since of right and wrong drove his since of honor and he took up the mantle of El Aguila, from the roots of his family. Based on an old Spanish Knight who fought for justice during the time of Catherine and Ferdinand and the uniting of all Spain, he donned a mask and fought crime much in the since of a Robin Hood figure.

Using what was confiscated from criminals he supported himself as much as necessary while returning what extra was taken to the poor that the criminals had preyed upon. Figuring if this were confiscated by the state, little or nothing would be returned to the community when, in fact, much of this money originated from the poor that the criminals played upon. Following a criminal trail to America eventually, this brought him to New York City.

Realizing the much greater need for a figure such as El Aguila in America, he has chosen to stay stateside and help the poor of the city.

Electrostatic/Electrokinetic Blast.

Alejandro's mutation is the ability to store, in his central nervous system, and discharge an electrostatic charge of up to 100,000 volts.

Limitations.

There are several limitations on this ability.

First, he must be in contact with a conductive metal to release this blast from his central nervous system. The blast is (must be) released from the metal conductor and he generally carries a double edged sword, with a full hand guard, for this purpose.

Second, this blast has a limited range of 30 feet from his person, not the metal he is touching. The full strength of whatever he chooses to release is limited to 10 feet from his person, with a 10 percent reduction for every 2 feet beyond this up to complete depletion of the charge at 30 feet.

A third limitation is that the 100,000 volt limit of the blast is also the full limit of how much electrostatic energy he can store in his central nervous system. Once wholly 'depleted' it takes a full half hour to recharge all 100,000 volts (about 3,000 per minute). He can control how much he releases, thus he could release the full voltage (with enough current/amps to kill a human, or stun a rhinoceros), or he could release this in successive blasts of lesser voltage; his general choice is enough to stun a typical human when necessary.

Secondary to the amount he can store is that this charge is an integral part of his nervous system. Completely expending the full amount he has stored inversely affects his level of judgment and his reasoning, as well as his agility. Expending smaller amounts and allowing it to recharge has no effect whatsoever, but several large blasts can reduce his wits and agility, anything greater than 50,000 in one blast or several quick successive blasts, will have some effect on him.

Finally, he has no special defense that emulates from this electrostatic build-up, including his own charge; most likely the reason why the metal is needed to conduct and release the blasts from his central nervous system.

New York City! - He is a resident of the city, new certainly but still living in the city. Any chance to meet in the city is good. Most frequently he hangs out in the north of Manhattan - Morningside Heights/Harlem region.
Do Gooder - While certainly far from common knowledge, he fancies himself a crime fighter - targeting street level criminals and criminal entities. The sort that might prey on regular folks - drug dealers, thieves, car jackers, etc. etc. Could run into other do gooders this way, or could just as easily run into a penny-ante criminal just the same.
Swash Buckler - Enjoy sword play and fencing. He was an up and coming fencer in Spain who, just before the Olympic tryouts in his country (2012) fell into obscurity and no longer participated in competitive/sportsmen sword play. Even if you don't know this, he still needs to practice and this could lead into a meeting.
Mutant - While not open and amidst the premier organizations that support mutants, pro/against/elsewise, he might be seen around events directed towards mutants. Including protests for/against, hanging around registration offices, even patrolling those areas that readily house and cater to registered mutants.
