POWERS/ABILITIES: The subject has been observed demonstrating heightened strength, agility, the ability to cling to walls (technology?), and heightened awareness (smell? sight? sound?). The target is also well-known for using 'Oscorp patented bio-adhesive paste' in the form of wrist-mounted shooters; the target uses these shooters to fire 'weblines' to swing with and 'glueballs' to incapacitate hostiles with. In at least one known incident, the subject employed a type of 'glue grenade' that possessed sufficient strength to stop a high-speed train (Oscorp tech -- Osborn involvement? Possibly first line of 'Osborn Institute' soldiers? But Osborn isn't this stupid, is he? Maybe he worked for Oscorp and stole the tech; should check up with Osborn. -Malthus).

NOTORIETY: Subject is a 'known' mutant; held in contempt by several media outlets (Daily Bugle basically treats him like a terrorist. Sometimes the media makes our job so much easier. -Malthus). Nevertheless, there are several notable public figures who have spoken in his favor and he is (apparently) quite popular on the internet (Add 'welovespiderman.com' to this heading. -Malthus).
NOTES/MISCELLANEOUS: Based on eye witness accounts and news reports, the subject is probably a teenager; one with a bizarre superhero fixation and a particular affinity for science. Judging by the timing of the incidents, the subject also likely attends a high school (no reports of fire rescue during school hours; most of the rescues were performed on weekends or over school breaks).
After reviewing footage from the sewer incident, there are four likely suspects regarding the subject's identity. Two of them have been positively identified as Holland's children (Shane Holland and Sebastian Holland); one is an unidentified green-skinned mutant, the other an unidentified black-skinned mutant. All four of these mutants were seen using 'webshooters' during the attack; all four demonstrated remarkable agility during the attack; one demonstrated the ability to cling to walls. Other possibilities include the 'Spider' persona being a product of all four of these mutants (or any particular combination of these four).
Recommendation is that we use our leverage in the media to paint the subject as a hostile terrorist; the train incident is murky enough to conflate the rescue attempt with terrorist action, and the fire rescues, while difficult to misrepresent, can be painted as the actions of a deranged and dangerous lunatic. (It's important that his age not become a factor -- the last thing we need is people realizing he's just a stupid kid. We can get away with a lot of things, but killing a teenage do-gooder -- even one who looks 'mutant-y' -- will probably escalate the situation. If we can capture him, we can negate him. -Malthus)
