He has the ability to manipulate the expression of the X-Gene, whether to suppress its expression entirely or in parts, or augment it to heighten its expression. Effectively he can turn off other mutant's powers in a small localized range around himself, or fine-tune them to allow greater power and control. His ability with this used to be a lot better tuned, due to long years of keeping his brother in check, but deteriorating health makes prolonged or nuanced use overly taxing.
